How to deal with noisy neighbours and get peace and quiet restored

We have lived in our flat for a couple of years and the people below us are really noisy, they are a family of five, with twin babies which scream really loud and a father that has a very loud voice. The main problem though is that they listen to their TV, it feels like, on full blast. Most of the time we could live with all their noise but most evenings while we sat in our living room, which is directly above theirs, we would hear the roar of their TV above ours.
This is really frustrating and we didn’t just want to turn our TV up as we like to listen to it at a comfortable level. Many times their TV was so loud that it was impossible to get to sleep and we would have to go down knock on their door and politely ask them to turn the TV down.
We got to a stage where we couldn’t stand it so we wrote them a polite note and popped it through their letter box. It goes something like this if you want to use it.
Dear Neighbours,
Would you mind please turning your TV down slightly as it is very ‘bassey’. We understand that it is difficult to know when you are disturbing other people, so please make sure you tell us if out television is on too loud.

We have a good relationship with our neighbours, we always say hello to each other and are always pleasant, so I am sure this helped. After we put the note through their letter box the father came up to say a few words but thankfully it has appeared to work and the TV has been turned down to an acceptable level hooray victory and peace and quiet restored.
